On the morning of November 14, heavy rainfall once again initiated over windward Kauai and quickly caused flooding problems on the already saturated ground. Six gages recorded 15-minute rainfall amounts greater than one inch, which is a rate of more than 4-inches per hour. The Kapahi rain gage showed the highest short-term rate of 6.76 inches per hour based on 1.69 inches recorded in 15-minutes. The highest one-hour accumulation was 4.62 inches from the U.S. Geological Service’s (USGS) gage on Opaekaa Stream. The highest 3-hour and 24-hour accumulations were 7.55 inches and 18.27 inches, respectively, at the USGS’ Hanalei River gage. Flooding occurred in numerous locations across north and east Kauai with Hanalei experiencing the most significant impacts including the evacuation of 17 residents and widespread inundation of taro fields and other properties.
